Mapping With East New York Community Land Trust

How do we separate community investment from displacement? How can
spatial analysis of population and housing data bolster the East New York
Community Land Trust’s organzing and advocacy priorities?

Through conversations with the New York City Community Land Initiative
and East New York CLT, we were able to identify a series of development conditions and attributes to analyze and determine whether certiain neighbrohoods were at risk of displacement, and then identifying parcels that would be attractive candidates for organizing tenant- or community-based acquisition. We used existing methodology (LA Index of Displacement Pressure) with a sensitivity to the East New York and Brownsville context to produce a predictive Displacement Pressure Index that could be used to disseminate information to electeed officials, advocacy groups, and organizations that give grants. We decided to use the LA Displacement Risk index instead of NYC’s because it included proximity to rail stations, a measure we believed to be an important factor of displacement.
